A "civilized airport". As opposed to what? An uncivilized airport??? This seems a little a little obvious to me.

It actually means the particular airport received such award (yes of course, its direct translated from Chinese). The award is given because the services, quality of the airport management and facilities etc have reached the required standard. :-)
Can anybody give this Chinese meaning a better translation so that English speakers would not feel confused about it anymore? As a native Chinese speaker, I hope English speaking friends could know what this sign really means.
